Today, at the International horse breeding Academy named after Aba Annaev in Arkadag, an international youth forum called "Dialogue - a guarantee of peace" was held, dedicated to the growing role of young people in building a sustainable future in the world.
The multi-stakeholder forum, which was organized in a balanced manner, was attended by leaders responsible for the youth policy of the Central Asian states, representatives of ministries and departmental administrations, public organizations, youth from the People's Republic of China, the United Arab Emirates, Libya, the Republic of Azerbaijan and other countries, as well as the United Nations for Central Asia. The head of the Regional Center for International Diplomacy, the staff of the relevant United Nations bodies and agencies, including the United Nations Development Programme, the Environment Programme, the Children's Fund, the Organization for Educational, Scientific and Cultural Affairs and the People's Fund participated.
On the international forum by Turkmen, leaders and representatives of the Ministry of Education, the Magtymguly Youth Organization, young members of the Union of Industrialists and Entrepreneurs, the capital's higher education institutions, including the Institute of International Relations of the Ministry of Foreign Affairs, the International University of Humanities and Development, the Institute of Telecommunications and Informatics, students of the Turkmen State Institute of National World Languages named after Azadi and others participated.
The participants of the meeting got acquainted with the exhibition of applied art, which reflected the rich cultural heritage of our people and its versatility, which took place on the spacious balcony of the International horse breeding Academy named after Aba Annaev before the forum.
This event is fully in line with the goals and objectives of the United Nations "Youth 2030" strategy, which aims to promote effective dialogue among youth representing different cultures, regions, and perspectives, strengthen peace, and empower youth in conflict prevention and resolution through diplomatic channels are focused. As noted in the speeches, the declaration of 2023 as "Happy Youth with Arkadag Serdar" year in our country confirms that great trust is placed in the youth. Our state pays special attention to the education of the young generation, creating all the conditions for personal development, the full development of young people's potential, and self-development. Because young people are the driving force of society, and in the new historical era, their achievements in various fields stimulate the social and economic development of the independent country.
Honorable president Serdar Berdimuhamedov said in his speech at the recently held Conference of “Halk maslahaty”: "We attach great importance to educating the young generation who are spiritually perfect, physically strong, and have a broad worldview. Based on the world's leading practices, we create wide opportunities for young people to get modern education, engage in science, sports and creativity," he said. As it is known, in order to strengthen the legal basis of activities in this field, the basic document - the planned version of the Law of Turkmenistan "On State Policy on Age" was developed and adopted. In order to successfully implement the tasks envisaged in it, the "State Program of the State Policy on Youth in Turkmenistan for 2021-2025" and the plan of activities for its implementation were approved.
The "Strategy of international cooperation of youth of Turkmenistan for 2023-2030", adopted in June of this year, aims to strengthen relations with the youth of other countries in order to build a bright future. As noted, youth policy is one of the main areas of cooperation between Turkmenistan and the United Nations. In recent years, positive experience of joint work with this organization has been accumulated. Based on the initiative of the Turkmen side, in accordance with the Resolution of the United Nations General Assembly, 2023 was declared the "International Year of Dialogue as a Guarantee of Peace". This shows the importance of the global initiative "Dialogue - a guarantee of peace" put forward by the National Leader of the Turkmen people Gurbanguly Berdimuhamedov in strengthening the traditions of the peoples of the world based on the principles of peace and mutual trust, developing national values and positive attitudes.
In the development of multilateral dialogues on the important issues of our time, a special place is given to young people who have a broad vision, great life opportunities and a world outlook, who are able to advance radically new and mutually acceptable principles. Today, our country makes a great contribution to the successful implementation of the UN's Sustainable Development Goals aimed at promoting education worldwide and solving youth-related problems in an integrated manner. The continuous implementation of the Concept of developing the digital education system, the Concept of improving the teaching of foreign languages, and the Concept of improving the teaching of subjects related to natural and exact scientific fields in Turkmenistan creates conditions for improving the quality of education and the effectiveness of research activities in the country. Currently, joint educational projects with international organizations, including UN specialized agencies, are being actively implemented. In the past, UNESCO departments were established in two higher educational institutions of the country, and UNESCO clubs were established in four higher educational institutions. The Magtymguly Youth Organization of Turkmenistan became an official member of the World Youth Society of UNESCO.
In the speeches, it was noted that in the current conditions of the world, young people are given an important importance in the work of strengthening peace and security. This is evidenced by the adoption of the relevant Resolution in the UN Security Council in December 2015. It was a milestone in recognizing the positive role of youth in conflict and post-conflict situations. On September 24, 2018, it was announced that the United Nations is starting to implement the "Youth 2030" strategy. It identifies peace and security as priorities.
According to the general opinion, the holding of the international youth forum "Dialogue is a guarantee of peace" will create conditions for strengthening friendship and cooperation between countries, mutual respect, understanding the importance of dialogue in preventing and resolving conflicts, and actively involving young people in the work of strengthening peace and security. The work of the forum is "Youth initiatives for peace: successful projects and initiatives that ensure peace and well-being"; "Climate Change: The Link Between Environmental Sustainability and Peacebuilding"; "Digital Diplomacy and Peacebuilding: Leveraging Technologies and Social Networks for Positive Peacebuilding Efforts"; It continued as part of a four-part series titled "Promoting Peace Through Culture and the Arts: Bringing Youth Voices Together in Central Asia."
In the afternoon, a meeting on establishing the youth dialogue of the Central Asian states was held within the framework of the forum. Responsible representatives of youth policy agencies of the countries of the region - Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan - took part in its work. The participants of the meeting emphasized the importance of creating such a format for supporting the dialogue between the youth of the Central Asian countries and creating an environment that brings together the power of the youth of the region for the advancement of common interests in the international space.
As mentioned, in recent years, in order to strengthen the young citizens of the Central Asian countries in the practical implementation of the political documents of the United Nations, as well as in the joint implementation of the tasks of the "Youth, Peace and Security" program, specialized structures of the United Nations, including the United Nations Headquarters Youth dialogue is actively promoted in the region with the support of the Regional Center for Preventive Diplomacy for Asia. In particular, the "Academy of Preventive Diplomacy" initiative is implemented by the regional center. This initiative allows young people to be introduced to prevention tools that work within the United Nations system. Also, within the consultative meetings of the Heads of the Central Asian States and the annual meetings of the Ministers of Foreign Affairs, the experience of organizing dialogue between the youth and the officials of the Governments of the countries of the region was established.
As it is known, at the recently held fifth consultative meeting of the Heads of the Central Asian states, the Agreement on the general directions of the youth policy was signed among the Central Asian states. This confirms the importance of supporting and encouraging youth initiatives in the region.
Turkmenistan is constantly working to further expand cooperation with the countries of the region. Today's large forum is a clear proof of this. The participants of the multilateral meeting supported the common opinion that such activities encourage the youth to increase their life activity, strengthen international relations, educate citizens in the spirit of patriotism, strengthen the close cooperation and mutual trust of the young generation.
Expressing confidence that the results of the forum "Dialogue - a guarantee of peace" will increase the effectiveness of the work of youth organizations and strengthen international cooperation, those gathered here would like to thank the President of the Turkmenistan and the Turkmen people for their multilateral efforts aimed at achieving the goals of sustainable development, ensuring peace in the world, and expanding the international cooperation of youth. They expressed their gratitude to the Chairman of the People's Council of Turkmenistan, National Leader, Hero Arkadag.
Discussions on issues related to the expansion of cooperation in this important field confirmed the mutual interests of the Central Asian states in further development of multilateral cooperation based on the principles of long-standing friendship and good neighborliness.
After the conclusion of the forum, there was a signing ceremony of the Memorandum of Youth Dialogue of the Central Asian States.
